The agency seems to be enlisting PHAs in the business of enforcing immigration laws.

 The 1996 policy was withdrawn in full without replacement. There is no updated framework, no FAQ, and no clarification from HUD as to how PHAs should proceed.

If finalized, the proposed rule would shift HUD’s role away from proactive desegregation and toward a narrower model of complaint-based enforcement.
