Effective Jan. 23, 2026, landlords of multiple dwellings containing at least one rent-stabilized unit must post a notice in the building lobby in both English and Spanish, announcing that:

“This building contains one or more units that are subject to the Rent Stabilization Law of 1969. To find out if your unit is registered as rent stabilized, contact the New York State Division of Housing and Community Renewal (DHCR). Owners of such buildings must submit an annual filing to DHCR and provide each tenant with a copy of the information that pertains to their unit. Owners that fail to file may be subject to penalties.”

HPD has published a sample of the required notice form at www.nyc.gov/site/hpd/services-and-information/required-signage.page.

Posting of the notice is required by the NYC Rent Transparency Act of 2025 (L.L. 86/2025), which amends N.Y.C. Admin. Code §27-2104.
