HUD Launches Webpages on the Preservation of Multifamily Housing

HUD’s Office of Multifamily Housing Programs (MFHP) recently announced the launch of three webpages to support multifamily owners with the operation and preservation of their sites. The goal of these new resources is to provide stakeholders with current and accessible information and the necessary tools that will support the availability of affordable housing for the most vulnerable.

Multifamily Housing Programs for Vulnerable Populations. The Office of Multifamily Housing administers a number of programs that provide housing linked with onsite and/or community-based supports, including housing for low-income seniors, people with disabilities, and families with children. The webpage includes an online learning tool for the Service Coordinators in Multifamily Housing (SCMF) program. The modules in this interactive Learning Tool discuss the key components of the program, including techniques for maintaining resident confidentiality and avoiding conflicts of interest, keeping up-to-date resident and program files, and complying with reporting and program monitoring requirements. The webpage also provides access to a SCMF Program Resource Guide, which provides detailed information about all aspects of the SCMF program.

Housing Linked with Services for People with Disabilities. MFHP manages the Section 811 Supportive Housing for Persons with Disabilities program that provides funding to develop and subsidize rental housing with supportive services for very low- and extremely low-income adults with disabilities. The resource is designed to help multifamily owners offer housing options that provide meaningful choices about housing, healthcare, and long-term services and support for persons with disabilities. On this page, owners can access tools and resources to assist with successful operation and preservation of their property including updating an aging property, identifying a new service provider, or learning more about community integration. 210 Transfer Authority. This resource is designed to help multifamily owners address their challenges with troubled properties. Under the Section 210 Transfer Authority, HUD may approve a property owner’s request to transfer the project-based rental assistance, existing debt held or insured by HUD, and affordability restrictions from one multifamily housing project to another. This webpage provides detailed official HUD guidance for making a 210 property transfer, a short video, and examples of successful transfers. The webpage can be found at www.hudexchange.info/programs/multifamily-housing/210.
