DOB Launches 2025 No-Penalty Inspection Program with Earlier Start Date

With the earlier start this year, DOB encourages owners to act quickly.

The Department of Buildings has brought back its annual No-Penalty Inspection Program for summer 2025. The program offers penalty-free safety inspections to small landlords across New York City. For 2025, the program runs from May 19 through June 30, which is a shift from prior years when it typically ran from late June through July.

While building owners are required by law to keep their properties in a safe and code-compliant condition at all times, the DOB acknowledges that many small building owners may not know where to begin. The no-cost inspections are intended to fill that gap. The program helps owners take proactive steps to maintain their properties without the immediate threat of enforcement. Owners can identify potential safety or compliance issues early and receive expert guidance on necessary repairs without the immediate risk of fines, unless a serious public safety issue is at stake.

Buildings Commissioner Jimmy Oddo says the program is as an essential resource for owners looking to take early action on potential repair needs. “This annual program utilizes the expertise of our highly trained inspectors to support New Yorkers who are starting the planning process for needed repair projects and implementing preventative maintenance routines,” he said in a statement announcing the program’s return.

What’s Covered

Owners who call 311 during the program window can schedule an inspection of the following building structures and equipment:

            •          Decks and Patios

            •          Retaining Walls

            •          Facades (for buildings under six stories)

            •          Business Signs

            •          Unregistered Boilers

            •          Unregistered Private Elevator Devices

During a scheduled visit, DOB inspectors will assess the condition of these elements and explain what repairs or maintenance may be needed. Inspectors will also be available to discuss any other building concerns and provide information about further services or guidance available from the department.

Importantly, any safety issues or violations identified during the inspection will not lead to immediate penalties unless an inspector finds a condition that poses a direct threat to life or public safety. In most cases, owners will receive a summary of the findings and advice on how to bring the property into compliance that will give owners an opportunity to make repairs voluntarily and avoid future enforcement actions.

Supporting Safer, Cost-Saving Maintenance

DOB regularly investigates serious incidents involving facades, boilers, decks, signs, and other building components across the city. Many of these issues develop over time due to weathering, aging materials, or improper installation. As a result, early detection is critical to public safety and cost-effective property management.

Through the program, in addition to providing on-site advice, inspectors can direct owners to further assistance and clarify how to navigate compliance with DOB’s construction codes and other applicable regulations. With the earlier start this year, DOB encourages owners to act quickly. The 2025 program ends June 30. To participate, you can call 311 and ask for a No-Penalty Inspection. A DOB representative will coordinate a site visit and connect the caller with the appropriate unit for follow-up questions or support.
