A According to Bramlet, the LIHTC program offers no guidance on this type of issue. HUD also does not have rules on resident councils in multifamily properties, though it does in public housing. This is a management issue and a legal issue, so refer to the governing documents establishing the resident councils to see what needs to happen to displace their current officers.
